Haute-Marne is one of the original 83 departments created during the French Revolution, named after the Marne River. It produces a great crémant, or bubbly. The only difference between it and champagne is 12 kilometers, explains one vintner. In other words, it can't be called champagne because it is not produced on nearby Champagne terroir. It's the same but costs a lot less.
