Big machines don't cling well to the sharply inclined hillsides, so farming is still up close and personal. Increasingly farmers are being relocated to apartments in nearby towns. They can use the land, but not live on it. The government needs the land for building more infrastructure. As with any real estate in China, even if it is owned, it reverts back to the government after 70 years.
