I found it puzzling that minorities are allowed to have more children than the majority (80%) Han. It seems counter to what the party would allow, since communism would seem to work best in a homogeneous, controllable populace. On the other hand, it is a delicate balance dealing with all these divergent groups. Serious animosity has overtaken relations with the Uighurs in northwestern China who bomb and stab in revenge.
